All About the Home Renovation Savings Program

If you’re planning home renovations (whether it be upgrading insulation, installing a heat pump, or preparing your home for lower energy bills) Ontario’s Home Renovation Savings Program (HRSP) can help offset some of the cost. The program provides rebates for a wide range of energy-efficient upgrades and gives homeowners flexibility based on the type and scale of work they’re planning.
Delivered by Enbridge Gas and Save on Energy, with support from the Government of Ontario, the HRSP encourages homeowners to make upgrades that lower energy use, reduce reliance on fossil fuels, and improve the overall environmental performance of their homes.
Who Is the Program For?
You may be eligible if you meet the following criteria:

Program Streams
The HRSP has two participation streams. Many upgrades—including heat pumps—are eligible under either stream, but the process and documentation requirements differ.
Energy Assessment (Bundled Upgrades) Stream
This stream is designed for homeowners planning multiple upgrades or aiming for higher overall energy savings, particularly through insulation and whole-home improvements.
How it works:

Complete a pre-retrofit home energy assessment with a registered energy advisor before starting any work

Complete at least two eligible upgrades, which can include insulation, air sealing, windows, heat pumps, or heat pump water heaters

A post-retrofit assessment verifies the completed upgrades

Rebates are issued once all documentation is reviewed and approved
Common rebates under this stream include:

Insulation (attic, wall, foundation, exposed floor): up to $7,700 combined

Windows and doors: $100 per eligible opening

Air sealing: up to $250
-
Heat pump water heaters: $500

Home energy assessments: up to $600
Maximum total rebate:

Up to $5,000 for natural gas–heated homes

Up to $10,000 for electrically heated, propane, oil, or wood-heated homes
This stream is ideal for major insulation work or combining envelope upgrades with mechanical systems like heat pumps. By reducing your home’s energy demand, these upgrades also reduce carbon emissions associated with heating and cooling.
No-Assessment Stream
This stream allows homeowners to complete one or more upgrades from a defined list without a home energy assessment.
Eligible upgrades include:

Cold-climate air-source heat pumps

Ground-source heat pumps

Solar panels and battery storage

Stand-alone attic insulation

Smart thermostats and select energy-efficient equipment
Rebate amounts are fixed by measure and vary depending on your home’s heating source. While simpler to navigate, this stream does not support the same range of envelope improvements as the assessment stream. Any upgrades installed under this stream still contribute to energy savings and reduced greenhouse gas emissions.
